  • Independent and vendor-neutral

Stage 1 · The mandate

Is an electrical safety audit mandatory in India?

For certain categories of consumers, yes. Below is how the mandate works:

  • Notified categories: mandatory

Under the CEA (MSES) Regulations, 2023, periodic electrical inspection and testing of installations is mandatory for certain categories of consumers.

  • Many DISCOMs: mandatory

Many state electricity boards and DISCOMs have made electrical safety audits mandatory above certain connected-load thresholds.

  • Who may conduct it

A Chartered Electrical Safety Engineer conducts the electrical safety inspection up to notified voltage, as per the CEA (MSES) Regulations, 2023. PowerTech has one in-house.

  • Everyone else: voluntary

No mandate applies. The case for an audit here is fire and shock risk, not a certificate.

Stage 3 · The inspection

What an electrical safety audit covers

Industries and commercial buildings run on electricity all day. Faulty wiring, overloaded circuits, poor earthing or ageing switchgear can end in equipment failure, a fire, or a fatal accident at the workplace. Most of these faults stay invisible until something trips or burns.

An electrical safety audit is the systematic check that finds them first. As per the CEA (MSES) Regulations, 2023, auditors go through the installation from the incoming supply to the final distribution points. They compare its actual condition against what the regulations require. Every gap goes into a report with priority-wise corrective actions, each citing the CEA rule it answers to.

PowerTech is an electrical safety audit company based in Pune, with a presence in Mumbai and Nashik. Since 2014 we have completed 500+ electrical safety audits across India, with a Chartered Electrical Safety Engineer in-house. We stay independent throughout: we advise, we never sell you equipment.

Below are the checks at the core of every audit:

  • Physical inspection of panels, cables, earthing and distribution, from the incoming supply to the final DB.
  • Measurements with calibrated instruments, such as earth resistance and insulation resistance testers.
  • A priority-wise list of gaps and corrective actions, each mapped to the relevant CEA regulation.

Stage 3 · The scope of work

The scope of work: eight systems we inspect

The scope is fixed before we start, so you know exactly what the team checks. If you are floating a tender, we quote against your scope of work too. Below are the systems an electrical safety audit typically covers:

  • Incoming supply and HT/LT panels

Panels, busbars, terminations and enclosures checked physically for condition, clearances and safe access, from the incoming supply onwards.

  • Cables and power distribution

Cable routing, trays, joints and distribution boards inspected down to the final load points, with loading checked against capacity.

  • Earthing system and earth pit testing

Earth pit resistance measured and the earthing network verified. A weak earth can turn a small fault into a shock hazard.

  • Thermography of panels and joints

A thermal imager scans panels, cables and joints under load. Hot spots show loose or overloaded connections before they fail.

  • Protection and switchgear review

Breakers, relays and protective devices checked for correct rating and coordination, so a fault trips where it should.

  • Lightning protection assessment

Lightning arrestors and bonding assessed against IEC 62305, along with the surge path to earth.

  • Arc flash analysis

Where the installation needs it, we run arc flash studies on ETAP-licensed software to quantify the risk at each panel.

  • Fire hazard and UPS checks

Wiring, overloads and equipment condition reviewed for fire risk, together with the UPS installations.

Stage 3 · The process

How the audit runs on your site

The same CEA-aligned process runs on every site, scaled to its size:

  1. Pre-audit data collection

We collect the single line diagram, equipment list, previous inspection reports and the connected load and incident history. That sets the scope and plan for the site visit.

  2. Physical audit on site

The team inspects incoming supply, HT and LT panels, cable trays, earth pits, DBs, UPS and lighting distribution, measuring with calibrated instruments. We measure, we do not guess.

  3. Priority-wise report

Observations become a detailed report: the status of each system, the gaps and non-compliances, and corrective actions in priority order, each citing the CEA rule.

  4. Compliance support

Act on the report yourself, or have us support the corrective work, as a turnkey project or as consultants.

Stage 4 · The report

Inside the electrical safety audit report

Every audit ends in the same document. Below is what it contains, section by section:

  1. Status of each system

The as-found condition of every system inspected, from the incoming supply to the final DB.

  2. Gaps and non-compliances

Where the installation falls short of what the regulations require, stated plainly.

  3. Corrective actions, in priority order

What to fix first and why, so the worst risks get resolved before the cosmetic ones.

Each observation cites the CEA rule and its reference number

  4. The basis for follow-up

The report is the working document for the corrective phase, whether you act on it yourself or with our support.

Electrical safety audit: FAQs

Straight answers to what facility teams usually ask:

What is an electrical safety audit?
An electrical safety audit is a systematic assessment of the electrical systems and equipment in a building or an industrial unit. As per the CEA (MSES) Regulations, 2023, auditors check the actual condition of the installation, from the incoming supply through panels, cables, earthing and lightning protection to the final distribution points. The goal is to find unsafe conditions and non-compliances, and list the corrective actions that bring the facility to a safe, compliant state.
Is an electrical safety audit mandatory in India?
For certain categories of consumers, yes. The CEA (MSES) Regulations, 2023 make periodic electrical inspection and testing of installations mandatory for those categories. Many state electricity boards and DISCOMs have also made audits mandatory above certain connected-load thresholds. For everyone else it is voluntary, and the reason to do it is to find fire and shock risks before they surface.
What is covered in the scope of work?
Incoming supply, HT and LT panels, cables, the earthing system, UPS, lightning protection, and power distribution down to the final load points at the DB. Earth pit testing, thermography of panels and joints, and arc flash analysis are included where the site needs them.
How long does an electrical safety audit take?
It depends on the size of the facility. A small commercial building takes about a day on site. Large industrial facilities take 3 to 5 days or more.
What does the audit report contain?
